We have seen off the fruitful 2002 with delight and pride and at the beginning of this new year, backbones and representatives of all over the company gather here today to recall last year and arrange our tasks for 2003. It is such an importantly meaningful thing for the company.

On behalf of the Department of General Manager, I hereafter make a brief recalling of our work in 2002 and define the guiding thoughts and major tasks for 2003. And to achieve these goals, I will put forward several working measures and specific requirement.

Part I Recalling 2002

2002 was a very important year in the construction process of Qinshan Nuclear Power Plant II and also a year of reaping the hard working for all past years. In 2002, guided by China National Nuclear Corporation and the board of the company, the operation of the plant and the engineering construction have both made significant achievements with the meticulous deployment of the Department of General Manager and efforts of thoughout the company. All working goals set at the beginning of 2002 have been accomplished either in advance or overfilled.

Unit I was put into commercial operation earlier than planned and it is working very well.

·Unit I was connected to grid for the first time on February 6.

·On March 31, Unit I reached its full power for the first time.

·On April 15, Unit I was put into commercial operation, 47 days earlier than expected.

·On October 2, Unit I completed the electricity generation assessment index, 91 days in advanced.

By the end of the year, Unit I has generated 3.49 billion KWH of electricity and 3.25 billion KWH connected to the network. The load factor also reached 74.9%, higher than the functional index primarily designed for the unit.

Unit II is being constructed smoothly according to the adjusted plan and all the major marked goal for evaluation for the year have been completed in advance.

·The welding of major pipe was finished on May 24 ( June 10 was planned. )

·Cold wind reached the nuclear island an June 14 ( July 1 was planned. )

·The main control room was put into use on August 20 ( October 1 was planned. )

·The condition to receive nuclear fuel was ready on Semptember 10 ( October 1 was planned. )

·On October 29, case was installed to the turbine ( October 31 was planned. )

·On December 11, water flew into the pressure vessel ( December 29 was planned. )

Production safety and engineering quality have been always under control.

The radiation exhaustion of Unit I is much lower than the limit approved by the State Administration of Environmental Protection and the radioprotection dose and actual value of industrial safety are much lower than the management goals.

The construction quality of Unit II is very good, meeting the designed requirement.

The yearly investment plan has been completed basically and the execution of budgeting is very good.

Part II Work Arrangement for 2003

2003 is the year to further implement the spirit of the 16th Party Congress, construction a well-off society and boost the socialized modernization. In 2003, the production and construction of Qinshan Nuclear Power Plant II still face hard and heavy tasks. Unit I will continue its momentum of good operation and complete the first refueling outage. Unit II will enter the phase of comprehensive commissioning and be ensure to be connected to the network by the end of this year. It is very significant to do the work well for 2003 so as to ensure the safe and steady operation of Unit I and the accomplishment of all construction goals of Unit II. Therefore, the company will follow the following general guiding thought in 2003: with the guidance of Deng Xiaoping Theory and the important thoughts of "Three Represents" carefully carry out the spirit of the 16th Party Congress, grasp tightly the operation and engineering construction of the power plant,strenuously coordinate, enhance the management, improve the operation, increase benefits, take good charge of all work related to the production of Unit I and make sure of its safe and steady economic operation, accomplish the commissioning tasks of Unit II, ensure planned goals to be achieved on time so as to strive for the earliest completion of Qinshan Nuclear Second Power Plant.

1.Major working goals

(1) Major working goals of the company in 2003 are as follows:

To ensure the safe and steady economic growth of Unit I and make sure it generates 3.5 billion KWH a year and realizes 1.337 billion yuan of sales; to connect Unit II to the network by the end of the year.

(2) Safety and quality control goals

To insure of no occurrence of significant nonconformance, prevent bigger nonconformance, reduce minor nonconformance, and prohibit any occurrence of major quality or safety incidence.

(3) Investment suggestion plan

As required by the second-grade timetable of the engineering, 1.003 billion yuan is planned to be invested in 2003.

2.Major working measures

To ensure the accomplishment of all tasks of the year, the company demands all staff revivify their spirit, work steadfastly, advance with the era, blaze new trails in a pioneering spirit, achieve something and keep on marking progress. Work in the following six aspects shall be stressed:

(1) Take good care of the production and operation work of Unit I practically and ensure its safe and steady operation.

1. According to the operation plan, under the premise of safety, the designed power and situation of Unit I are to be maintained but the safety and economic benefits shall be improved at the same time.

2. Further standardize the operational management system and strictly execute the operational procedures, technical specifications and all regulations and rules.

3. Enhance survey in site and eradicate the hidden trouble in its budding situation.

4. Further enhance the staff education and experience feedback.

5. Carry out all-round technical support and technical supervision work.

6. Practically control the safe production and make the safety awareness melt into each of the working details.

(2) Seriously carry out the first refueling outage for Unit I as the focus and provide guarantee for the long-term steady operation of the generating unit.

1. Complete all-round tasks for the first refueling outage for Unit I.

2. Timely respond and take care of emergency and corrective maintenance, accomplish all preventive maintenance and spare no efforts to secure the safety, stability and economic operation of Unit I.

3. Take charge of the maintenance management plan and ensure the seriousness and effectiveness of the plan. Enhance the plan dispatch of the maintenance plan and sharpen the authoritativeness of the dispatch.

4. Speed up the establishment of Quality Control Organization.

5. Ensure the standard operation on the spot and prevent savage maintenance.

(3) Take good charge of the commissioning of Unit II and insure its connection to the network and electricity generation by the end of the year.

1. Carefully organize the handover and examination before acceptance of the system and subsystems and urge the installer to complete the items left behind during the examination and acceptance process on time so as to meet the requirement of commissioning.

2. Take good charge of installing, purchasing of commissioning materials and the venue service coordination of manufacturers to meet the demand on the spot.

3. Further enhance the management of commissioning documents and ensure the effectiveness of the commissioning documents.

4. Further enhance the management and coordination of commissioning. Stick to the coordination meeting system of all commissioning and implement well all major test items.

5. Arrange actively well the application, appraisal and handover of files for the first fuel load, the first criticality and the release of control points when connected to the network for the first time.

(4) Keep on enhancing investment control, tightening the production and operation management and improving benefits of the enterprise.

1. Speed up the agreement and signing of electricity-sales contract, coordinate the execution of the electricity generation plan for 2003, and organize the compilation and fulfillment of the comprehensive coordination plan including the construction, design, commissioning, equipment supply, etc., carry out and divide the investment plan of fixed assets for 2003.

2. According to the module of electricity price, divide and deliver the cost index to correspondent management division to serve as a reference in performance evaluation.

3. Establish and perfect production accounting and financial management system in an effort to strengthen the basic management of capital, stock and budget. Set up a trial spot for budget management to accumulate experience in budget management which is to be carried out fully.

4. Enhance capital management and reasonably arrange the productive flow capital and infrastructure investment loan.

5. Further enhance the sense of supervision over economic activities. Implement carefully regulations of the company and enhance the auditing work of all economic activities.

6. Establish the contracting mechanism of production and operation. Set up correspondent control goals in accordance with major working goals of the company in the year and gradually spread the quantity performance evaluation.

(5) Tamp all basic management work and keep on increasing the interior management of the company.

1. Organize the establishment of the long-term development plan for the company and instruct all production and operation work of the company.

2. Organize full-round treatment and reform according to the written requirement of the appraisal commission of the nuclear power plant. Take good charge of the preparatory work for the WANO peer review.

3. Carry out the work of standard reaching and implement the application for the Award for Advanced Technology.

4. Further improve the accounting book of Unit I. Speed up the accounting establishment of assets registration of Unit II. Speed up the establishment of measuring standart and carry out the check over measurements. Implement regular check over special equipment.

5. Pratically enhance the fire-fighting and security work on the spot. Strengthen the security measures in critical parts and important areas and prevent all unstable factors at the very preliminary stage.

6. Fulfill vigorously the construction and development plan of informatization to ensure the steady smoothness of management information system.

7. Further reform and perfect the labor personnel work and strive to establish an open, flexible, attractive and vigorous employment mechanism.

8. Keep on analyzing the construction experience of Qinshan Nuclear Power Plant II.

9. Enhance and improve practically the logistic services. Take care of the application for the provincial "green environmental protection" complex and actively create it into a model unit of the provincial level.

(6) Enforce the construction of spiritual civilization and construct a high-quality force of employees.

Further the construction of spiritual civilization, forge a high-quality force that adapts to the all-round implementation of the pary's policies and guidelines, meet the requirement of the new era and takes good charge of the construction and management of the power plant. We must stick to our work without bragging and construct the enterprise's culture with significant characteristics of our own. We shall continue to implement the guideline of "grasping both the material and spiritual civilization with equal importance" and consistently boost the construction of the clean and honest Party conduct. We have to keep on refresh our vigorousness, elan and uprightness as a party member.

2003 is a very important year for Qinshan Nuclear Power Plant II and it is crucial to carry out well all work with the safe, steady ecomomic operation and the engoneering construction as the core. We have to take good advantage of the 16th Party Congress, advance with the era, blaze new trails in a pioneering spirit, practice the important thoughts of "three represents" in our down-to-earth work, as guided by China National Nuclear Corporation and the board of the company. All tasks related to the operation and engineering construction of the power plant shall be accomplished fully as expected.(end)
